Tree Condition Survey levels

Level 1 – Hazard / Walkover (Preliminary Survey)

A cost-effective option for identifying obvious tree-related hazards across a site.

Suitable for:

  • Large numbers of trees

  • Initial risk screening

  • Post-storm inspections

  • Budget or time-constrained situations

The survey highlights trees requiring further inspection and provides guidance to support appropriate management action

Level 3 – Advanced Tree Assessment

A detailed assessment for trees where defects or concerns require closer investigation.

This may include:

  • Climbing inspections

  • Advanced diagnostic techniques (e.g. sonic tomography, where appropriate)

  • Soil or rooting environment assessment

Advanced assessments are recommended where trees are of high value, near sensitive targets, or where defects cannot be fully assessed from ground level.

Level 2 – Basic Tree Survey (Inventory)

A detailed visual inspection of individual trees, resulting in a structured inventory of arboricultural assets.

Suitable for:

  • Property portfolios

  • Estates and managed land

  • Population-level tree management planning

Each tree is inspected from ground level, with recorded observations and management recommendations

Duty of Care & Tree Safety

Tree owners and those responsible for land management have a duty of care to take reasonable steps to manage risks associated with trees.

Tree condition surveys form part of a proportionate risk management approach, helping demonstrate that trees are managed responsibly and in line with recognised good practice.

Surveys are undertaken with reasonable skill and care and provide a snapshot of tree condition at the time of inspection.
